[Aldor-l] License issues

Hello,
The APL2 text states that when someone makes a modification to Aldor,
they need to "grant the Aldor Software Organization a royalty-free
license to use, modify or redistribute your modifications without
limitation". How far does this requirement reach? Does it cover
software written in Aldor?
More importantly, though, I reworked the build system from scratch,
leaving none of the original Makefiles nor any parts of it. Is this
modification really a "modification", meaning that if I now publish my
changes, aldor.org can take it, say that they created it and call me a
thief? (This is what "royalty-free" allows for.)
I would be happy if someone with more knowledge of law and licenses
could teach me about this.
Personally, I am no big fan of the APL, but it's a good step forward
from being entirely closed. Non-(or semi-)free licenses just don't fit
my feeling about open source software and basically prohibit me from
contributing, even though I would love to fix bugs and improve Aldor.
